I was shooting Winchester white box, 55grn FMJ (made in Israel) in a Bushmaster M4 with a 14.5" barrel and on a few rounds I had a very bright and noticeable muzzle flash. This was MUCH brighter than the other shots. I have not shot this rifle much (yet) and on 300 rounds this happened maybe 5 times.

Is this normal?

Yep; perfectly normal. It could be any number of things; the barrel being at just the right temp at just the right time, one round lacking just enough flash reducer, lingering gases from the last round fired, etc.
