What sorts of legal hoops do I have to jump through to purchase an AR15 lower receiver from an out of state dealor or from a website?

I am becoming increasingly interested in this because the local dealor started laughin' when I said I wouldn't want to pay more than $200 for a stripped lower.  He thought I was crazy.  So rather than wait for him to find some sort of "deal" I would like to know what I would need to do to get one of the much less expensive lowers online or from the EE.

BTW: The dealor is a nice guy, but charges too much because he goes through a distributor and his cost is much higher than other dealors who go direct.

Find an FFL who doesnt charge alot for a transfer (My FFL charges me $15 for anything)

After that, have your FFL send his info to the company you are ordering from, when they get that signed FFL copy, they will send the part to him.
Pay the charges due, sign the paperwork, and leave with your receiver

My FFL charge a bit more than $15, but that is not an uncommon rate.

Hell, you can get very good stripped lowers off of dealers right here on this site for $100, or less even.

The folks at Ameetec sell their top of the line models for $115 (I think) or for $130 or so, a LE marked one.

and there are many more.

You may not want to use your dealer, since he may want to prove you wrong and make it difficult for you. (like charging you a $90 transfer fee and then say "I told you it would cost $200!!")

as for the difficulty level of out f state dealers or web purchases.....................

happens every day and is as easy as anything.

Simply provide a copy of your FFL's paperwork (just ask one and they will give it to you) and send that and payment to a reputable dealer with a web page. The lower will show up at your FFL, and you can pick it up after the usual paperwork associated with any firearm purchase (since the lower is the firearm)

all the other parts on an AR can be shipped directly to your home-- no questions/paperwork

next thing you know..........your building your own!

My dealor already has $200 that I foolishly put towards an impulse layaway, that money was transferred to an order.  But I think what I'll probably do is cancel the order and spend the $$ on Brit SS109 and a surefire rail and a couple mags.  I'll have to spend a little more there than just the $200, but if I just say screw it Im out $150 with nothing to show for it (15% restocking fee on the layaway which was for a rifle $1000).

But they have a flat $25 transfer fee on everytrhing, so I'm not worried about getting screwed.  The dealor really is a nice guy, and he gives me discounts cause one of my friends works there.  So I'm not too worried.  I've been eyeballing one of those LCW/LMT stripped lowers, they look real nice.

Distributor prices to dealer prices are almost always better then buying direct from a manuf.  Manuf. do not give a shit about dealing onsies and twosies from a single local dealer, so they sell 1000 to the distributor and they deal with the final dealer.

i think bushmaster's "dealer" program is 10% off their retail prices, putting them about 30% above distributor prices (acusport, RSR, etc....)
i always tell customers to just order direct when they want some kind of custom upper or barrel that you can only get direct from BM....otherwise i have to deal with someone who's pissed about delivery times and i'm not making any money off the whole headache.

Factory direct is WAY more expensive than buying from a dist... The Bush I just got would have cost me $200 bucks more if it had came from Bushmaster versus Jerry's..

I stand corrected.  Either way, apparantly the local dealor has been getting them from his distributor at about $180 @ dealor cost, so unfortunately that cost transfers over to the customer.  Either way, I'm probably just gonna order my lower from the EE.
