The last couple times I have shot my AR I have noticed that there is a whiteish brown substance around the edges of my FSB almost like it it coming from underneath it. Anyone know what it is or have any suggestions of how to get rid of it? I have not tried anything yet.

Probably rust. If you have any other barrel besides a Colt or LMT, they park the barrel after the FSB has been installed. Therefore, the area beneath the FSB is bare metal. Wipe it down and just make sure that you apply some CLP there periodically.

Amazingly, it seems to me, unless the contract calls for it in the specs, the default seems to be, park it after assembly. This is one of those things the Colt guys (rightfully) point to, since Colt rifles stick closely to the military configuration.

Neither of my LMT's are parked under the FSB.  Here is a thread where I asked this question before buying my uppers.

The only reason I know is that one of them has a KAC FF RAS on it which requires removal of the handguard cap.  This leaves a little gap behind the FSB where you can see bare metal.  Other than that you really can't tell.

I've taken the FSB of a Shaw barrel that I got from JT and a Wilson barrel I've got from RRA, both were parkerized under the FSB.  Go figure ?
