I am still trying to decide on which type of AR to purchase. Someone at a gun show told me you can now shoot service rifle matches with a flat top with the handle attached because it is being currently issued. Is this correct? What matches can I shoot a A4 or cannot shoot it in.

CMP has been debating this issue for a long time, but they have not legalized the detachable carry handle yet.  Currently, only fixed carry handle uppers are allowed in official CMP competition.

From the posts in this forum it a lot better to put a scope on a A4 than try and mount it on a carry handle, is this correct? I looked at some of the mounts that would allow you to mount on the carry handle at a show this weekend and they looked pretty good. I dont really understand the problem?

Mounting a scope on the carry handle places it way too high, IMO.  Hard to get a good cheek weld.

I have the new CMP handbook around here somewhere.  But I recall it having A2 and A4 types under regulations......

It would be a neat trick, shooting across the course with a detachable handle rear sight. There isnt enough elevation for 600yds....

Where did you get this info?
I sent an email to ODCMP about this about 6 months ago. No decision yet, they said. Has there been a new ruling? I would not buy I flat-top if I wanted to compete anytime soon unless I saw it in the rulebook. NRA service rifle is not the same as ODCMP, as far as I know, not the same entity. SS has been legal with ODCMP for some time now.

The new rules do say that an M16A4 or comerical equivelent  is legal and it basicly says that the sights have to be of militry design: A1 or A2 sights so the carry handle or other A2 BUIS. I have checked with my club and everyone agrees with that but i wil have them ask around at camp perry.

Guys, the 2004 ODCMP competition rulebook is now out. There has indeed been a rule change. A4 flat top models are now permitted (still iron sights on carry handle tho) as well folding carbine stocks where legal (preban or M16).

Looks like they finally came around.
