Yes...it requires drilling two holes for the detent and spring.

Actually, it depends.  If the lower is a "slabside" lower, then the answer is no, because the lower won't have the boss that houses the detent, and there's nothing to drill.

If the lower has the raised fences, then you have one of two situations.  Either the detent holes are already drilled, and the parts will just drop in, or the hole is NOT drilled.  If it is not drilled, then it needs to be drilled before the detent can be installed.  This is tricky because it requires a very long, thin drill bit, and is typically a gunsmith/machinist job.
