I've seen in years past the "action game" shooters that use the pretty colored AR's mount magnification optics on top and then older Aimpoints on the side to do rapid shots at close range. While that could be the reason that this operator has done this it could also be that he is simply using that section of the RAS that is open as a storage location for the EOTech when it's not in use, I know that some soldiers are detaching their carry handles and placing them in that location if they need backup sights.
