Did Colt ever make a M3 flat top for the 9mm series of ARs?

No, I don't think they ever offered a factory gun in that configuration.  I believe that most of the Colt 9mm's used the A1 upper.

Does Colt still offer a 9mm carbine?  How about a civilian M4 type rifle?  Their website doesn't list anything but the HBARs for the civilian market, yet i have heard they still offer these items.

They offer both of them, but they arent advertised well, and they sell out fast. The M4s, at least.
