Is there any reason I can't mount this to a Seekins billet upper receiver?

I am not familiar with the Seekins part so I can't commend directly whether it will work or not. Most of the time the RIS II family of rails will not be compatible with billet uppers. This is due to the dimensions of the upper receiver itself. Many billet uppers use thicker walls near where the barrel extension is housed and that prohibits the bolt up plate from attaching properly. The bolt up plate has anti rotational tabs and if that area is any wider than a mil-spec dimensioned upper, it will not fit. I'll include an image to show you the anti rotational tabs I am referring to. Hope this helps. - Matt @ DD

I sold the Seekins upper I mentioned in the original post so I could use one of these.
One more question...I had already bought a DD low profile gas block.  Is the MK12 gas block required for a MK18 rail, or will the regular low profile one work just as well?

Any standard LPGB should work fine with the RIS II family. The Mk12 gas block is just actual spec for the Mk18 and M4A1 DD RIS equipped carbines. Thanks for your business. We appreciate it.
