I have had a separate upper receiver on order since 1/10. Are they really in that short supply? Or is RRA using all of them to build complete rifles? I've bought 5 others since then. I'm about ready to cancel.

Supply and demand. A shop I recently went to was doing exactly as you mentioned. Fulfilling back-orders first, then the next most recent orders and full builds. And, while this shop is far smaller but reputable, I can;t imagine what it's like for the big boys.

Yes, I guess it's a case of "Why sell one part when they can make more $$ from selling it with the rest of a gun". I guess these companies think we won't remember when this is all over with.

It isn't just a matter of more or less money, it's a matter of a complete inventory.  One rifle uses a couple hundred parts that are all on order and are all going in and out of inventory on a regular basis (and have to for a manufacturer to stay in business).  A stripped upper receiver is just one piece (albeit a very important one).  Most are going into complete rifles, while the majority of the balance are going into upper halves.  Some are shipping as stripped uppers and upper receiver assemblies (upper with FA and port door) as inventory allows and then in date order.

My point exactly. If it takes 100 parts to build a rifle, RRA isn't going to send out 1 part and leave the other 99 parts on the shelf while there is a market.
Oh, BTW, thanks for taking the time to respond. It doesn't do me a damn bit of good, but it does show an interest in CS. That amounts to something.
