Do the QD sling mounts have rotation limiters?

Front...yes.
Bottom...no.
Rear....depends on the size of the sling loop on the swivel.  Bioger/longer loops will have some issues.

What does a person have to do to swap a standard A2 stock for one of the Operator A2 fixed stocks on an existing RRA lower?

Remove the top screw and carefully remove the stock from the reciever extension (don't lose the takedown detent and spring), remove the buttcap spacer (you don't use it with the Operator A2 stock), slide the Operator A2 stock on in place of the A2 (again, be careful that the detent and spring are in place correctly and don't get folded between the stock and receiver), and use an A1-length screw to secure the stock to the receiver extension.  You would have a stock assembly, screw and spacer left over when done.  If all goes well, it's a couple minute operation from start to finish.

I really wish you guys would put rotational limiters in the QD cups.  Having said that, I'm still interested.

The real intention of having sockets like that it to allow pretty much unlimitted rotation...what kind of problems do you have/foresee from the QDs with unlimitted rotational capability?  It might be something we haven't thought of/about.

I have a Magpul CTR buttstock on another one of my ARs, and the sling tends to twist around into a pretzel when donning / doffing / getting moved around in storage.  Then, I have to spin the QD swivel around a bunch of times or detach the swivel to get the sling straightened out.  The same thing happens with my Lewis Machine and Tool SOPMOD stock, which also doesn't have the rotation limiters.
Lots of people have this issue - that's why more and more manufacturers are putting rotation limiters in their QD cups.
