I'm essentially building an Entry Tactical upper. The local gun shop has the 16" lightweight R4 profile barrel chrome lined 1:9 twist in stock. They also have what appears to be an older RRA stripped A4 upper. The only identifier is a white engraved "RRA" in a diagonal pattern at the front end of the flat top instead of the new RRA logo with crosshairs at the rear.
Is this really a RRA upper and is it compatible with the R4 barrel mentioned?

Yup...we mark them differently if they go out as a rifle or complete upper half than we do for a stripped upper or an upper half assembly...the RRA at the front is standard on either a stripped upper or upper rec assy.
Should be good to go with that barrel.
