Having ordered lowers from PSA in the past, and again now, it seems their 'system' requires an FFL to be faxed for each order - even if that FFL holder has previously faxed their FFL to PSA. In my case, I asked my local FFL holder to fax their FFL to PSA *and* include my order number with it. That way PSA can easily match every order to an FFL. I did this even though my local FFL holder faxed their FFL to PSA for my previous order of lowers. It is a bit of an inconvenience for the local FFL holder, but if it makes the process run smoother for PSA it seems not a big deal.
And BTW, if you do not have a local FFL, the reference provided upthread to GunBroker is an excellent resource. Here is a link –– http://www.gunbroker.com/FFL/DealerNetwork.aspx - just put in your ZIP and it will provide you a pretty comprehensive list of FFL holders in your immediate area and their costs for transfer.
