i just bought a colt preban M4. how do I find out the model number or year it was made?

This will give you some info to start. But you need to tell us what markings and part of the serial number to be certain of model number.

The upper is all m4 without a doubt. The lower has a real m4 stock. The reciever is marked sporter target ST0032**A

If I am correct, the lower is a Sporter Target Model #6551. That model number started in 1991. It originally came with a 20" barrel, no bayo lug, with FS.

I had a feeling they swapped the upper.The M4 upper thats on there was made in 93. But both the upper and lower are new. Is $1900 a good price?

You have to figure out that the Pre Ban lower is about $950, the M4 upper about $800 with the bolt/carrier and the stock about $125, so I would say the $1900 is about average for that set up.
There are really no Colt Pre Ban M4's. People like myself make M4geries doing a similar set up as the one you have.
Colt does make a Post Ban M4 but it has a fixed length stock and MB instead of FS also permanently attached.
