I just got a mini ACOG in a LaRue DOS-MINI mount.  Can I switch the optic around so that the locking lever is on the right side of the gun instead of the left?

There is no built-in cant to the mount.
As a general rule of thumb, with few exceptions, our mounts are designed to attach with the lever swinging to the rear.

How come sometimes it is on the left and sometimes it is on the right? Like the SPR mount is on the left, and the T1 is on the right?

The latest mounts are designed with the levers on the right, unless the accessory being mounted prohibits it, or the initial customer requests otherwise...so you end-up with a mix of styles.
