I have also been looking at these handguards. Are the two pieces bolted together after/during installation or do the just "sit" next to each other like standard handguards?

They sit next to each other. Don't get the wrong idea, though. These things are rock solid, and mine have no side to side play whatsoever.

I would want to mount a vert grip and possibly a light. No optics on it. I just don't want the whole rail flopping around or anything like that. (not saying that they will)

I have this rail system on my RRA CAR A4.  They mount up nice and solid––no play or slop at all.  I have a vertical foregrip and light on it.  I also have a side mount sling adaptor mounted.  No worries with this set up.  I bought this for use as my patrol rifle.  MI has a quality product at a fair price.  If you want an idea of my set up, look in the Rock River thread under user pictures.
