But doesn't the maufacturer have to have a letter from ATF that it meets their specs?

the only comp sold with a letter available is/was original Battlecomp.
the atf doesn't certify them anymore as they are not a legality part. In the USA, we people ijn ban states have to navigate it as best as possible. It is advetrised as a comp and that is a good indicater.
all muzzle dvices are are goinmg to modify flash signatures.

I just got one in hand. A MOD 1, longer one.
It looks like it will pass as a break. Before the large side ports slots, there is a small first "baffel"  with 2 small side ports.
I think the first baffel should prove that it is a brake design.
Also where the cone section is towards the inside front of comp, the bore is straight. That may be considered the second baffel.

I too was worried wether it would pass as a break/comp, and would like if BCM can chime in on this question.
But even then, they aren't a legal authority for every ban state and may not be able to provide such info.

You've got to check and see what your local jurisdiction or state considers a compensator.  There are some odd interpretations of a comp coming from places.
