I wanted to know what work would be needed to create a dissipator upper if I have the gas block and sights as well as the handguards.

Only if the new FSB will actually fit in the new area on the barrel, and most will not.

my new barrel is .750 all the way down according to the manufacturer.

Well, if it is .750 all the way out, you should be good. Worst case is we can't get it to install as is, we would just notify you, and you could decide to go or not.
