I know you are supposed to use the snap on feedlip caps.
BUT!
What are the draw backs on storing loaded mags?
How can you carry them in a tac vest or chest rig?

There isn't any down side to storing them loaded. The dust covers actually help by taking the pressure off the feed lips.

As far as carrying in a tac vest - I guess you could still leave the dust covers on, but it would defeat the purpose of wearing a tac vest. If you are suited up to go into battle (or a 3 gun shoot) I would think you would want to remove the dust covers prior to placing the mags in the tac vest.

Unless you're storing your mags loaded for over a year or in a dirty environment, don't use them.  They aren't a necessity for storage less than a year.
