Has anybody heard the term NOLO in reference to a traffic violation and what does it mean?

Nolo contendre. With regards to tickets it is a statement that you do not admit guilt, but do not wish to contest the ticket. You pay the fine and it is not entered into your driving record. You may do this once every 5 years.

Short for "nolo contendere", which is Latin for "no contest".  It means "hey, I did it, but it is my first time being a bad boy, so please let me off easy."  It is not a guily or not-guilt plea.  Not sure how that appears on your record though.

I am not an LEO, if that matters to you.

I got the ticket in Georgia and live in Indiana.  Does NOLO mean that Georgia will not send the info to have points taken off my Indiana drivers liscense.
