Are there any departments out there that require their troops to have a 100% rounds fired on the paper instread of a percentage based qualification. My department when it comes to qual. time has us shoot a course of fire where we need to hit the paper 86% of the time to pass. As long as we hit the paper 86% of the time we are fine. Myself along with other personnel are trying to get the department to change to a 100% of the rounds have to be on the paper. This issue was raised when we last had a department meeting in regards to liability and what not. My boss raised the issue that we should be accounting for all the rounds fired, meaning we should be hitting the target everytime. Any info from you folks would be greatly appreciated. By the way for those out there thinking that this is too much to ask, our course of fire is not hard at all. I had a person who is not a cop and never fired a gun passing the course with 100% of the rounds on the paper in 2 hours of practice.

We did not have rule about hitting the paper. We used standard B27 targets. The state requires you shoot a 70% our department rule was 80%.

If however you did pull shots off paper our instructor would get on your butt about it.

Some of friends in the SO office could barely get a 70. It was really sad.

Our dept requires that all the rounds must be in the body of the target, if any are off paper its an unsat target.

We have thought about it for rifles, but haven't enacted it yet. Technically, our folks stop counting when we get to the required numver of holes (42 for 85%) and all qualifications are recorded as "pass or fail" only. The "but" is that if you fail to qualify in three tries, you are placed on restricted duty, pulled off the streets, and put into remedial firearms training until you demonstrate proficiency.

Funny you should bring this up.

There are four instructors for my dept. (myself included) and we are currently revamping our firearms training cirriculum. One of the things that we are considering changing is what you mention.

The reason being, is that on the range you have MISSES. On the street, you have UNINTENDED TARGETS. Nothing is in stone yet, but we may start requiring more stingent scoring on the actual qual. The way it is now, 75% is a passing score.

We are sent out of agency to a carbine course and are required 100% accuracy there. On the other hand I've never offically qualed with my sidearm since the academy.

My old department we had pass/fail where we needed 38 holes in the paper. My new agency only requires we demonstrate profenciency. No magic number of holes. Shotgun is the same way. We have a day of shooting different drill and live fire move and shoot stuff then we are good. Not sure about the rifle course haven't been able to take that yet.

My department went to 100% about three years ago.  The most important thing to do is check the standards set by your state.  In Texas, TCLEOSE mandates the course to be fired out to 25 yards and if the course is deviated from then profeciency has to increase.  My department didn't want to go past 15 yards so we went to 100%.  There are seven stages and if you fail a stage you re-shot that stage.  If you miss again you fail and get corrective shooting instruction.  I am one of the firearms instructors and we have over 100 Officers with about a 10% fail rate.  Let me know if I can help you at all.

100% on target to qualify. We do a pass/fail single target combat course.  The course starts from an interview postion and includes standing, moving, kneeling, barricade and prone with a tactical reload. Short and sweet!

The previous agency I worked for went to a static course requiring 100% on target.

I prefer this method of scoring...

Rounds striking inside the designated target zone count as +1
Rounds striking on the body but outside the designated target zone are neutral
Rounds striking on the paper but outside of the silhouette count as -1
Rounds missing the paper entirely are an automatic fail

Whatever scoring system is being used, it should be creating at least a 10 percent failure rate.  If at least 10 percent of your shooters are not failing, either the course is not challenging enough or you're passing score is set too low.  I personally like to see about 20 percent fail the first time through.
