sweeny's "the book of the ar 15" volume 1 and 2 has some thoughts about what a good patrol rifle should be. Be careful, for every officer who buys a colt, larue, KAC etc, there will be 5 who buy a vulcan, or some 8 inch sbr, or even a pistol. Somewhere theres a pic of some po-dunk "swat" team with ar pistols that lack

handguards. A good idea might be to limit a few specific models of rifles (IE colt 6920, KAC SR 15's, etc) and limit mfgs of accessories/optics to known brands. You dont want your officers with barska red dots A military m4 config would be a good base -

decent rifle with a kac ras and aimpoint, eotech, or ACOG, a sling, a light and maybe a VFG would be a good general purpose patrol rife. Even fixed irons on a good rifle do the job if the officers are trained properly. Keep it simple or they will get stupid.

ETA poor regs you might get this

Believe it or not, that's a factory config Bushmaster Carbon-15 pistol.

No comment on the practicality or usefulness of such designs.
