i know people make 80% receivers. but what if someone was to make a mock suppressor that could mount to a firearm but none of the the rear end cap, baffles or front end cap had a hole through them for a bullet to pass? it could mount on a firearm but if someone fired a round into it then it would be destroyed?

if someone got the paperwork done they would just have to drill holes for the bore, the centers would be spotted but not drilled through.

it would basically be a paper weight unmodified, but someone could toss it up on a drill press and drill the bore out for the caliber they wanted?

note: i have not made anything like this, and i would contact the ATF and get something in writing prior to doing this.

just asking here before i get serious about it...

Points for an interesting idea, but I wouldn't bank on BATFE's interpretation being the one you would like.

In particular, unlike virtually all other NFA items, the listing for Suppressors/Silencers specifically includes any 'single pieces or parts' that would be part of a suppressor/silencer.  (Exception for consumable rubber wipes and such with a properly taxed suppressor.)

Even if the parts are not fully machined, I don't believe BATFE would be willing to state that they were OK, since they ARE parts of a suppressor/silencer, however incomplete.

There are whole grey areas around what to do with spare parts while building a suppressor/silencer on a Form 1, this being but one reason that the vast majority of suppressor/silencers are manufactured by NFA SOT Manufacturers.  Remember that the SOTs can possess all the parts they want without any problems.  Not so with a home builder even with a Form 1.

Good Luck and let us know what the BATFE Technology Branch has to say if you move forward with the idea.
