What exactly is the law on citizens owning bullet "proof" vests? Is it different from state to state? I can't find much on it.

Some states have restrictions, but many of the restrictions relate to wearing bullet resistant vests while committing a crime.

Possesion and wearing body armor is legal in all states... a few states have laws regarding wearing body armor while committing a crime..

It is dangerous to make blanket statements.  Texas does not allow felons to posses Body Armor.

Texas Penal Code
Sec. 46.041.  UNLAWFUL POSSESSION OF METAL OR BODY ARMOR BY FELON.  (a)  In this section, "metal or body armor" means any body covering manifestly designed, made, or adapted for the purpose of protecting a person against gunfire.

(b)  A person who has been convicted of a felony commits an offense if after the conviction the person possesses metal or body armor.

(c)  An offense under this section is a felony of the third degree.


Makes me wonder about the other states.

I discussed this issue with a Limo driver in NYC.
He told me that it was illegal for him to wear
body armor in the City...    

I don't know if it's true or not, but I wouldn't be surprised seeing
that New York is anti everything.
