I live in ID and there is an FFL in Utah that has a firearm I would like to buy.  It is a rifle.  

Can I purchase it from him?  Does it require me being present or could I do the paperwork through the mail?  Can he mail it to me, or do I have to pick it up?

I believe I heard you could do so if the states are next to each other.

You can buy a long gun in person from a dealer in any state. If he ships it it would have to be transfered through your local FFL.

Only if permitted by each state's law.  You will have to research the laws of the two states involved.  The FFL may already know the answer to the question if he's experienced.

The federal law was changed but many states have failed to repeat their 'adjacent state' laws.
