first i want to make it perfectly clear this question is for a friend in need of info but his computer is down... he is in the nice long process of getting his ffl and saw an ad in shotgunnews for ak and ar drilling fixtures to convert legally to full auto since obviously all nfa rules apply and it is illegal to do otherwise.he said he was going to order them while he was waiting for his paperwork to go through.i told him not to since it just sounds like having the fixtures and the weapons together  would be a violation of federal law he was playing with fire and not to do it ... please someone put in writing on this board so he wont lose his license and freedom befor he gets it..he wont listen to reason....

Haven't heard that one before - owning a drill fixture and AR/AK counting as having a full auto! If that's true then we shotgun owners had better get rid of our hacksaws.

Yup, just like having a sten kit and a piece of muffler pipe with a template on it... or an AR15 with M16 parts laying around.  A NO-NO.

CANNOT build new Machine Gun legally as an individual. Only a "POST-SAMPLE" by a "C2".
The drilling fixtures would be essentially novelty items, and don't have an AK or AR close by.

Post-samples can also be imported by a C1/C2.

Once he gets his FFL, he has to pay the Special Occupational Taxpayer fee ($500 per year, IIRC, and its abreviated SOT) before he can make machine guns.
