I know that if a handgun is purchased by someone out of state, then it has to be shipped to an FFL in the receiving state, and have a transfer done. What if it is being shipped within the same state, do you still have to go through an FFL if it is mailed to the purchaser?

Not if you trust them and no state laws prohibit the transfer.
The feds only cover INTERstate transfer, NOT INTRAstate.
