Is it Federal law to allow persons 21+ only to use the gun range?  I'm currently 19 and I possess a FOID card in the state of Illinois.  Since I am of legal age to purchase/possess a rifle, shouldn't I be able to use it at the range without being 21?  Can gun ranges set up their own rules on age minimums?

There is no federal age restriction on gun range useage.

Of course a private business can set up its own rules, why would they not be able to?

There are plenty of ranges in IL that'll let you shoot under 21.  Apparently the owners of the one you're visiting have made it 21 for whatever reason.  Find another range.
