A co-worker of mine had something happen to him that has me stumped. He asked me this question since I got him interested in shooting sports.

He went to purchase a rifle - was "delayed" on the NICS check.
The dealer got a call back the next day that the check had been "cancelled". Not "Denied", but cancelled.
The person on the other end of the phone couldn't (wouldn't?) explain any more than that.
The FFL specifically asked if this was a denial - "No" was the reply.

FFL says that he's never run across this situation before. Obviously, the purchase did not happen.

I thought the only replies to a NICS check were "PROCEED", "DELAYED" or "DENIED"

Anyone care to shed any experience or insight?

About.com isn't exactly a BATFE source, but here goes:

usgovinfo.about.com/library/weekly/aa032801b.htm

Possible results of a Brady Act background check can be:

"Proceed" means that no disqualifying or negative information is in the system to indicate that a firearm purchase would be unlawful and the transaction may proceed.

"Denied" means that the purchase would be unlawful and prohibits the FFL from transferring the firearm to the purchaser.

"Delayed" means that the transferee must delay the transaction until contacted again by NICS or 3 business days have elapsed. 10 If NICS does not provide a response after 3 business days, the FFL may transfer the firearm.
If there is no disqualifying or negative information to indicate that the sale may be unlawful, the sale may take place.

Link cold for a reason.  Little better source, though.

They also clear up () the "may transfer" issue that I've seen argued about incessantly on other boards, though.

EDIT:
Here is the eCFR for the applicable statute, 28CFR Part.25:

http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=05b813e4616b4910c6804d48077296c8&rgn=div5&view=text&node=28:1.0.1.1.26&idno=28

If you do a Ctrl+F search for the word "cancel," you'll find it five or six times, none of which are in the context of a NICS reply.
