I have seen restricted 9mm lowers being offered for sale to non leos. The seller has stated that the lower could legally be built into a post ban configuration by a non leo. I suspect that the restricted lowers were probably once complete leo carbines. If a restricted lower was unassembled, or at least did not have an upper half attached to it, would it be legal to own as a non leo? What if it were completely reassembled in post ban form? Thanks. |
The answer is yes, but maybe no If the lower was built with burst or full-auto the BATFe considers "once a machine-gun, always a machine gun" so even if all the internals were replaced BATFe could arrest you anyway. Other than that Federal Law mentions nothing about Mil / LEO markings.
