Can I have a post ban lower sitting there in the safe stripped, while also having the parts to make an "evil featured rifle" in the same safe?  These parts would be waiting for Sept 14th to bacome a rifle.

The prudent thing to do would be to have a friend who owned and possessed the upper till September. Not that AWB violations are a priority of any sort for the alphabets, but why take the risk? The risk arises from the BATFE fiction that the simultanerous possession of MG parts and a receiver on which to install them is a MG, because it makes the receiver "readily convertible" to FA. By that logic, a postban receiver and an evilly accessorized upper, not attached to a preban lower, if possessed by the same person, would be an accessorized postban rifle.

i wouldn't worry about having that in my safe.  although, i WOULDN'T POST ON THE INTERNET ABOUT IT!   lol.  

best way to do is  how FLAL1A mentioned but if you don't have relatives nearby or friends you can trust... loose lips sink ships.

There is a case I often cite wherein a short barrel for a shotgun was found in the same dresser, although a different drawer, as the actual shotgun- that was possession so said the 4th circuit court of appeals (cert denied by the US Sup. Ct.).  

Don't do it.

That sucks.  Sept 14 will be a profitable day for a lot of people.
