So some body please tell it straight.....
Was told that FDA regulates all infared lazers and there are not nor ever have been sold to civilians, collector, or other.ONLY to Law Enforcement AGENCIES or Military.So what is it?Please note that this is in reference to LAZERS only  not lights/chem sticks /strobes

Yes they are regulated and yes civilians can purchase infared lasers.

You probably just hit a wrong key or two typing it in but I don't think the FDA (Food and Drug Administration) has an interest in that sort of thing. Unless FDA stands for something else that I'm not aware of.

Yes, the Food & Drug Administration controls the distribution of all commercial lasers in the US.  Own a CD player?  On the inside somewhere will be a sticker or information plate describing the type of laser and the FDA approval info.

Reason?  Lasers can damage your eyesight, and infrared lasers, due to their wavelength, can blind you in seconds, and are very dangerous for that reason.  The government is far more worried about you blinding people with a laser than you shooting at them with a laser-aimed rifle.  Seriously.

Lasers on sale in the Health and Beauty Aids section, between the shampoo the multivitamins, all FDA approved, hahaha

LOL, Lazers, i like it

Theyre not illegal to possess, just regulated. So if you can design one urself, or find a willing seller then you've done nothing wrong.
