I haven't gotten a clear answer from anyone on this so I figured I would ask you guys.
My friend purchased a stripped AR-15 lower, so it was registered as "Other" on the paperwork. It has since been built into a legal length "rifle" by attaching a carbine buffer tube and a 16" barrel. Can he now go to a dealer with a FFL and have the registered lower changed to a "rifle" and transfer it into some one else's name who is under 21? Thanks. |

With respect to Federal law, the lower was not "registered". Once built initially into a rifle, it is now a rifle from now on according to ATF. (Ie., building a pistol AR on the receiver would be a violation).
However, I don't know Michigan state law to state what happened with the lower when it was sold. |
