Under federal law, is the OAL of a folding stock rifle measured with the stock open or folded?

A 10/22 with a folding stock and one of the new 16 1/2"Brls measures 25' with the stock folded.

I imagine AK's and M1 carbines may be under 26" folded too?

A 10/22 is 25' folded. Holy crap. Being it's only 25" I would say AOL is measured folded>

This is correct.  Federal measures with the stock fully extended/unfolded.

In the PRK, the measurement is made with the stock folded/collapsed, and the minimum length is increased from 26" (Federal) to 30".  ANY gun that is less than 30" is considered an AW, and was required to be registered under SB23.
