Can you take a pre-ban 30 round magazine and permanently attach it to the mag well, say with multiple pins, then weld over the pins, creating a fixed 30 round mag weapon similar to the FAB10 but with a greater capacity?
If so, would you then be able to put pre-ban features on it like the FAB10?

Yes, as long as you weren't in the PRK.  The Kaliban have banned new guns with fixed mags over 10 rounds as well as banning detachable mags over 10 rounds.
