My 94 jimmy has a short if the fuse is in the front and rear dome light stay on but if it removed I will have no horn. If I remove the bulb from the dome lights it won't drain the battery will it?

I am thinking the short is in the switch that controls the dome lights.  Not the "fuse" itself.  Removing the bulbs should be fine.  

I would want to confirm that the switch is REALLY the issue, though.

It shouldn't, But there has to be a reason for the fuse blowing?  The only thing that will blow a fuse is a grounded out wire.  Try it the worse that could happen is another blown fuse.

The only thing that just came to me is doesnt the dome light come on when you open the door.  If it does it is most likely the switch in the door jam that is causing the problem.

so taking the bulb out will at least let me have a horn without draining the battery right?
