New EE question. If in the ad, the seller states "fixed price", why is there an "offer" button?

I saw an EE (new) ad for an item that I intended to low ball as the ad has been up for a while. It button stated "offer", and I wanted to offer about 2/3 of the asking price. The button does not say; "buy now". It says offer. WTF? nothing happened. Now this gentleman is threatening to leave negative feedback. My word is all I have on Arfcom. gawd dawg. I emailed him explaining that I newbed it up, what else can I do? I get the idea that if I don't buy it, He's gonna leave the negative feedback for spite.

You don't want a -1 on your record. It stays with you for life. I know this happens a lot with the new EE.
