Is it acceptable or unacceptable for someone who was never in the Marine Corps to say Semper Fi to a Marine?

I was never a Marine, but I have always viewed it as being something that only Marines should say to each other.

Input from Marines is especially appreciated, so if you were in the Marine Corps then please say so.

I don't see a problem with it. I view it as a sign of respect for Marines.

I have no problem with non-Marines saying it.

But, on the other hand, if a non-Marine were to call me a "jarhead".....

then I may just mess-up his hair.

I think I'd feel pretty weird saying something like that to a Marine.
I guess I can see how some wouldn't but I'll continue to stick with thank yous and hugs.

I once yelled out "Devil Dogs rock!" to a Marine in a parade, and I got a "thumbs up" from him.

semper infidel

I used to call a good friend / co-worker (Marine) "Devil Dog"

I know having spent a lot of time in the Army, that there is a big inter service rivalry between the Army and Corps and we'll always try and one-up each other in th put downs,
but when the chips are down, we're brothers in arms

If said as a sign of respect or congratulations, I don't see why there would be a problem.

If you say Semper Fi to me I assume you are/were a Marine.

So I think its pretty dumb if you do, but that's not going to stop some people.
