RCA to 15 pin D-Sub (VGA) can't be done without a computer or some expensive stuff. There are a lot of solutions for the reverse.

If you have an LCD with DVI in, and a cable box with HDMI out, you can get a reversible DVI-HDMI cable and use the LCD as a monitor. The aspect ratio and viewing angle are less than ideal, but it works

You've come to the right place!

Head over to Best Buy, and bring $50 with you. You want to buy a USB device called a Dazzle DV-100. It's actually marketed and packaged as a way to make it easy to convert your home videos to DVD (and it comes with a bunch of software to help you do just that). But what it *really* is, is a USB video capture device.

When you bring it home, ONLY install the driver software. Do NOT install any of the bullshit programs that come with it. You don't want or need any of that garbage. Once the drivers are installed, this device will appear to Windows like any other video/camera source. Anything you plug into this device will be visible in any Windows program that is capable of showing you video from an input source or camera (like Windows Movie Maker, for example).

I actually use one of these for my video broadcasts (it's how I'm able to hook up an old analog camcorder). It's cheap and easy. You can plug anything you like into it - camcoder, DVD player, VCR...whatever. It doesn't care. It's all analog video.

Yes, you will have to run the sound separately, but you would have to do the same with RCA.

The cable is at Wallyworld for about $25 IIRC.

Oh shit, I just re-read what you posted. You want to do this without a computer.

Oops. Oh, well.

Sub was close enough. You're still going to have to buy a converter. No way to go from RCA to VGA with a cable. You may hit up RadioShack or Amazon and just look for a composite to VGA converter.

Won't look pretty, but will work well enough.

You are going to need something like this or this. Use those product names to find a reputable dealer on the internet. Somewhere like newegg which happens to have what your looking for.

Hope that helps.
