I've been using PayPal for a year or so, and haven't had any problems.  Right now I am not charged for transfers, but I recently received a payment that I was asked to "accept or deny".  I clicked "accept", and this is part of the message I received:

The ability to accept credit or debit card funded payments is reserved for Premier and Business accounts. To accept this pending payment, please upgrade your account now.

If you upgrade your account, you will receive a range of premium features in addition to the ability to accept unlimited credit or debit card payments. The fees on incoming payments are low - just 2.9% + $0.30 USDfootnote 1 to receive payments

Here's my question.  If I accept and upgrade, does it mean that all incoming payments will be hit by the fee?  Or, will only payments from debit/credit cards be assessed the fee?  Thanks!

DON'T Upgrade.

Open another "Business" account and keep the personal.  Yes, upgrading will mean they get a bite of everything - cash or CC.

I have both - one for CC, or for not.

You can accept up to 4 CC purchases on the personal (at a higher rate) 4 x before being forced to upgrade.

You do need another bank account and CC to open seperate accounts.  The same info will be rejected as already on file.

So, once the transfer is denied, does it mean I can still accept transfers (non CC/debit card) without the fee?

Yep
