What kind of mags?

Most of the mil mags are surplus as disposal codes indicate DRMO handles the final disposition.

People hoarding them.  The supply was momentarily increased as most of the mags were DXed (direct exchanged) immediately prior to major mobilizations.  The used mags went to DRMO so every major surplus dealer had the opportunity to get them.

I don't know if they have changed the scrapping code to include mutilitation.
