I know a ton of people get screwed by zero tolerance bullshit but is the whole issue rooted in liability?

"Zero tolerance" for what?

Kind of a broad question - can mean a lot of things.

If you are talking about corporations firing employees for engaging in behaviors that can leave the company open to mega lawsuits if the behavior is tolerated, then yes, the policies are there to protect the corporation and its shareholders.
