I have a cactus that now seems to be sprouting it's baby brother....they are both attached. Is this a "branch" or something I should cut off and start as a new plant?

Let it get at least 1" - then gently pry it off the host.  Let the wound dry for a couple of days.  Then set it in sand/cactus mix with the healed wound side down.  It will root.  Don't over-water.

What kind of cactus are you talking about?

Having multiple stocks coming up from the same base isn't uncommon at all.
