Whats the deal on this? Is their a certain list of countries that are a no, no. I would expect, cuba, Iran, Nkorea, but why would customs intercept high capacity magazines from Russia?

Their are several companies on the net that sell mags from Russia.

5.45 x 39 AK Mags are often confiscated by Russian Customs because they are a current issue military caliber and restricted. Ask around on the AK-Files.

One guy drives quantities across the border and ships from Germany.

True, I was talking about our custom's folks nabbing mags, seems they have become wise of this.
