Does any one know if the illuminated models are capable of of being seen when not illuminated?  Is their a black reticule present when the illumination is not in use?

Yes, the black reticle can be seen on my 1.1-4X26 when not illuminated.

Once your night vision is fully established*, and the scope dialed down to have a 6mm exit pupil (or larger), you can see the reticle without any lights whatsoever. You just have to train your eye+brain combination to see the blackness of the reticle just below the dark grey noise level of the night time scene.

Fast: no
Doable: indubitably!

(*)Minimum of 45 minutes of absolute and complete darkness.

The reticle appears black until you turn the knob, then appears lime green, a good contrast color for night.
