Is there some kind of "signature" to nuke fuel so that when Iran gives it to the terrorist, for a dirty bomb, that we can prove it?

I believe so, they can look at the isotopic ratios or something like that.

ETA: However, if they make a dirty bomb from medical waste, all bets are off.
