Doubt it.  Looks like a STORMWATER sewer, not a SANITARY sewer.  And a really poor design at that.  

In a sanitary sewer, the effect of 10,000 people flushing even old style toilets would mean 50,000 gallons or about 6,684 cubic feet.  With an 8 foot main there, that would BARELY rate a flow.

No one designs 8 foot access openings to sanitary sewers.

If you watch the video you can see where there is a flash of lightning. So I don't think that it is a sewage backup but a storm water backup.

Given the rain and lightening it would seem more likely that the storm drain exceeded capacity.
