Basically, if you can own a handgun, you can own a full auto (per Federal Regs).

Some states DO NOT allow full auto at all, some allow Curio and Relics only, etc.

I believe Nevada allows all the good toys...Full Auto, Short Barrels, AOWs, DDs.

Process:

You find what you want:
M-16 can run $10k to $20k  (for a 'no-name' clone to a Colt M-16A2).

Make sure it is a legitimate item for sale--either from a reputable individual or dealer or you can physically see the item...you don't want to pay that much money and find out that it is only a picture on the internet...

Now, for simplicity's sake, let's say it is at a nearby dealer, and is just what you want:

Go to the dealer (called a FFL/SOT--for Special Occupational Tax).

Pay him how he prefers....might be 1/2 now and 1/2 when the transfer comes through, might be all up front if it is a really good deal.

The dealer has the ATF paperwork on a FORM 3 (Tax free transfer...the dealer paid an "Annual" tax in his $500 SOT, instead of a 'per item' tax that you will have to pay).

Now, you will get a FORM 4 (Tax paid transfer) and fill it out...you need fingerprints AND your local Chief Law Enforcement Officer (CLEO) to sign and say that he doesn't know that you are going to use it for nefarious activities (The CLEO may be the local Chief of Police, Sheriff, Justice of the Peace, or even the local Dog Catcher in some localities).

Send that form to the ATF along with the fingerprints and your $200 transfer tax.

Wait.

Wait some more.

Wait another month...transfers can be quick (1 month) or long...6 months.   Figure on about 3 months.   They do a background check (same type of thing as for a firearm purchase) and presumably approve the transfer.

Then you go to the dealer and give him the rest of the money and get the M-16.

Keep the original paperwork in a safe place (safe deposit box, fireproof box, etc). and keep a copy with the gun at all times (prevents hassles with LEOs that don't realize you can own a machine gun).

The gun now sits on a FORM 4.   If you want to sell it, you have to pay another $200 transfer tax to get it either to another individual or dealer.

You can do "Face to Face" transfers IN STATE only, once the person you are selling to has a filled out Form 4 that has BEEN APPROVED and has the tax stamp.

You can transfer to a dealer in ANY state after the gun has moved to his FORM 3.

Hope that helps..

What amazes me is that you've been on Arfcom since October 2006 and have over 500 posts - and you wait until now to ask about buying a machine gun.

Surely you must know that it is LEGAL for a law abiding citizen to own a MACHINE GUN, as well as SILENCERS and SAWED-OFF SHOTGUNS. Right?

why would you want to?
spend the money on other things like 20+ AR15's. Or, get one of every rifle you can think of and a $hit load of ammo for that much $.

Only a person who doesn't own one could say that
