My 16 y/o son wants to fly to his friends house who now lives in AZ.  The other kid just turned 18 and lives with his dad.  

Aside from the usual trouble they can get into, is there any legalities that I should be concerned about since my boy is a minor and not staying with a relative?

The only thing I can think of is sending him out with a notarized form saying his friends dad has the power to make medical decisions if you can't be contacted.
I suppose you don't really need that though.
ETA: this is just my uneducated guessing so as always YMMV.

Not sure what the age is for "unattended minor" - think it varies by carrier.

Some places will require a letter from you accompany your son, and possibly ID from whoever picks him up at the gate - yes, TSA will let them in, they'll have to go through the screening and you'll have to let the airline know who is picking him up.

Once again, it depends on the age threshold as to the degree of security / documentation.

Out (then) 16 y.o. flew from ORD (Chicago O'Hare) to see her grandma in STL w/ no problem.
