Why do they continue to use the word "HOMICIDE" when describing a Suicide Bomber? Homicide Bomber? Who uses this? The Government even declares such events as Suicide Bombings..Anyone else find this sorta strange/retarded on their part

The main intent of the crime is to kill others, hence "homicide" is used.  

If a POS was to remotely detonate an IED and obviously does not die, is he/she a "Suicide Bomber?"

FOX is calling it for what it is, murder.

It's basically someone at Fox trying to be clever and coin a new term.  I suspect it was the same person who mandated referring to bin Laden as "Usama".

I think it's a dumb term.  Fox should stop using it.

Any bomber that kills people is a "homicide bomber."  The Unabomber and Eric Robert Rudolph are "homicide bombers" in that they set off bombs that killed people.

"Suicide bomber" refers to a specific type of bomber who also purposefully kills himself while setting off the bomb.

ETA:

Bob sets a timed explosive that goes off five minutes after he sets it and leaves.
Sam sets off a bomb that he's carrying.
Both bombs kill innocent people.  Sam's bomb also kills Sam.

Since they both set off bombs, Bob and Sam are both "bombers."
Since they both killed other people, you could say that they are both "homicide bombers."
Sam is a suicide bomber.  Bob is not.

I say "homicide bomber" is less specific and more ambiguous than "suicide bomber."

Homicide is the killing of one human being by another human being.  My guess is that it includes the death of the victims and not just the self termination (suicide) of the aggressor.

+1.  You don't call Timothy McVeigh a "homicide bomber".   "Suicide bomber" merely indicates they bombed something with the intent of blowing themselves up in the process.  Why don't we go back to the history book and change kamikaze to "homicide dive bombers".
