So I have this DVD that I want to get the highest possible resolution still images from.  I want to us them as desktop backgrounds.

This is what I've done so far:

open dvd in Video Lan Player
Set video out put to window GDI video output
hit PrtSc at the scene I want
paste into paint
save as .jpg

This isn't giving me images very high in Res Anyone know of a better way or some free software that will capture images better?

Here is a sample pic of the res I'm getting my way.

You have already captured at just about the highest resolution you are likely to get.  Typical NTSC video DVDs (not HD-DVD) have a resolution of 720 x 480.  Your capture is 712 x 456, which is almost the full resolution.

The only thing I can suggest to improve things ever so slightly would be to save in a lossless format like .BMP or .TIF or .PNG.  That way you won't suffer any small additional losses due to the compression in .JPG.  But don't count on that making much, if any, noticeable difference.

You could also try the built-in capture feature of DVD playback software like PowerDVD or WinDVD.  That might get you the few extra pixels going from 712 x 456 to 720 x 480 (assuming that the playback software you are using right now is clipping the image for some reason - overscan???)

In any event, you have already captured pretty much all the detail there is to capture, and probably won't be able to do significantly better.

P.S.  For good quality enlargements of the small captures, download IrfanView and resample using the Lanczos filter:
